UN Council Backs Donald Trump's Gaza Strip Proposal
A UN Security Council has supported measures advanced by the US president for securing a long-term stability in the Gaza Strip, encompassing the introduction of an multinational security unit and a possible path to a independent Palestine.
Unanimous Approval with Key Abstentions
This measure was adopted by a vote of thirteen in favor, with both China and Russia declining to cast votes. The US envoy the American delegate told the council chamber that it charted “a fresh direction in the Middle East for the conflicting parties and all the residents of the region alike”.
Balanced Wording on Sovereignty
Incorporation of allusions to an independent Palestine was the concession the America offered for support from the Arab and Islamic world, who are anticipated to provide peacekeepers for the multinational unit.
“Provisional steps that we embark on today must be implemented in accordance with legal norms and upholding Palestinian self-determination,” the UK chargé d’affaires affirmed.
Government Opposition Remains
Nevertheless, on the brink of the resolution approval, leader Netanyahu reiterated his cabinet's strong objection to the formation of a Palestinian state, raising questions on whether the Israeli government will permit the enactment of the internationally endorsed measures.
Central Components of the Proposal
- Prompt removal of existing limitations on humanitarian aid into Gaza
- Creation of an international stabilisation force
- Progress on restoration and a eventual “avenue to Palestinian sovereignty and nationhood”
Ambiguous Wording and Requirements
The mention to sovereignty was a negotiated inclusion to an original American proposal which omitted it. But the language is vague and dependent, stating only that once the Palestinian Authority has implemented reforms and the restoration of the strip is progressing, “the circumstances may finally be in position for a feasible course to Palestinian independence and statehood.”
International Response
The wording was insufficient of the strong guarantee to the building of a independent Palestinian entity next to Israel requested by Arab and Islamic states, as well as European delegates, but in addresses to the council after the approval, representatives from those countries said they were ready to support the agreement in the interests of extending the current truce and swift steps to feed and protect the millions of Palestinians in the territory.
“Our delegation has ultimately decided to endorse of this document, a text that we support its main goal, namely the continuation of the truce and the formation of circumstances permitting the Palestinian people to assert their basic entitlements to independence and nationhood,” Amar Bendjama declared.
Implementation Challenges
This measure gives general supervisory power to a “peace board” led by Trump, but of undefined composition. The board has to inform the international body but it is not bound by the preferences of the United Nations or by the Palestinian Authority.
Additionally, it requires the creation of a expert Palestinian panel that is expected to manage day-to-day governance of the Gaza and the provision of utilities, but it is quite ambiguous who would participate.
Stabilisation Team Mission
The mandate of the global force empowers it to neutralize and disband fighting factions in the territory, but it is quite ambiguous that potential participating nations would agree to attempt to face such groups. None of the states has yet agreed to dispatching troops.
Moreover the criteria for reform of the Palestinian Authority, the requirement towards moves to a sovereign Palestinian, have been unclear.
EU representatives said they considered it urgent that the identities of the specialized group to provide utilities was settled as promptly.
